Meet Our Executive Team
Dr. Raymond D. Brooks, Ph.D.
President / Co-Owner
Raymond’s extensive 25-year career in law enforcement and emergency services, complemented by federal instructor certification and specialized expertise in vehicle collision reconstruction, hazardous substance mitigation, and impaired driving, uniquely qualifies him as a court-recognized subject matter expert in roadway safety, drug and alcohol impairment, and vehicle mechanics.
While engaged in public service, Ray earned a Bachelor of Science (b.s.) in Justice Studies, a Master of Science (m.s.) in Emergency Management, and a doctor of philosophy (Ph.D.) in Criminal Justice with a specialization in Emergency/Disaster Management, culminating in a published dissertation analyzing the impact of Maryland's recent cannabis legalization on community safety and driver impairment.

Bonnie Brooks, M.S.
Chief Financial Officer / Co-Owner
Bonnie has demonstrated a steadfast commitment to public safety since her teenage years, advancing from a volunteer Fire/EMS provider to a seasoned law enforcement professional specializing in driver impairment and drug enforcement. With her background in emergency medical services, she received certification as a paramedic in her down-time, and is currently assigned to the department's aviation division. She is an exceptional and motivated flight paramedic, rescue technician, supervisor, instructor, and mentor.
Bonnie leverages her extensive academic background in Criminal Justice and Finance to educate young officers on retirement investing and financial management, while actively supporting peer-support and critical incident stress management teams across the metropolitan area. Her educational background consists of a Bachelor of Arts (B.a.) in Criminal Justice and a master of science (m.s.) in finance.
